U.S. convinced that what is going on in Sudan is 'genocide'

Why is the UN so slow to term the mass killings in Sudan as 'genocide? Because they would then be legally bound to act....
Its apparent that procrastinating politicians (who fill the UN) care little for the lives of those who cannot aid their own political ambitions.
