Advice on Lying

In a speech by John Kerry about Bush's "Kerry-smearing", Kerry stated, "If you tell a lie long enough, people could begin believing it's the truth."
My advice is that when it comes to lying tactics, believe him. He should know.

Haha. What I really start to wonder about when I hear things like that, is "what was the audience's reaction to that statement" or "for what question did he give that answer" or "is that really true, or did someone just make that up to get a good story and publicity"?
